    Because the person in your instance may not even be on your server, and you can only blacklist people on your server.

    It's because you can only blacklist players from your server, and instances pull from all servers in your datacenter. Not really arbitrary so much as technical.

    So why not let me blacklist other people on my server while in an instance? That excuse doesn't hold water. What if some troll on my server whispers me abusive comments. How does it make sense not to be able to blacklist him just because I am in an instance.
