That would mean only gathers would ever bother to queue Diadem because there would be very little value to it for DoW/DoMs.
Why would anyone bother running Diadems when Alex normal is uncapped with way less RNG and can easily hold you over while getting ESOs gear?
Gear progression (for new players and some alts) under your idea becomes:
Lv60 - Get enough Law to get in to Alex normal
Gear in Alex normal until strong enough for Void Ark
Run Void Ark and Expert for gear and tombs and upgrade tokens.
Diadem becomes irrelevant immediately. Then this tread would become SE please fix Diadem queues..

Here is suggestion the QQQing tanks, pick up another class. Give yourself a different playing experience and you will actually become a better tank for it. You will also give yourself the opportunity to always select the class with the fastest queue times.

I have already seen players with IL210 items that are better then other equipment of the same level. If anything the equipment needs to have it's stat budget toned down a bit so that there is actually a point to doing raids.

The point to doing the raids is to challenge yourself. The main achievement is clearing it. The loot you get is a nice bonus, one that can help you clear it in the first place or award you with something unique to show off for it.
But generally people only really care for the gear/stats. And most of those are probably the ones who can't clear the raid content in the first place.



While "plz fix queues" is kind of asking for a pony... we need more full time tanks, not less of them!

What good are "more full time tanks" if they are queuing for content with a surplus of tanks? That tank is still not available to run other content where the tank is needed because of waiting in queue for the surplus content.
Where as, if that said tank picked up another class, ran this specific content, where there is a tank surplus, as another class and got the content done over with. That tank would then return to tanking other content faster.



Mostly the following scenario:
Someone wants to try tanking. They've never tanked before, so they want to take it slow with easier content first. OK, leveling covers the first leg, but what about stepping their toes into raiding?
CT/Void Ark series are one of the very few ways to do that (only really viable alternative I can think of is Alex Normal?). Only, dev team starts designing content for less tanks... see the vicious cycle forming?
