Fine, I concede you're correct. Don't be condescending about it. I'm at work & can only look abilities on websites. Pardon me if all of the sites haven't udpated. (That's really quite mind-boggling...that it's 5months into the expansion, and all the sites I found had Vengeance on a 150 second recast time.) Whatever.

I still fail to see the issue. As Launched said, Halone reduces enemy str. An attack that deals damage is perfectly acceptable for ANY CLASS, regardless of whether you like or not.

The point is that Royal Authority is an odd one out. As I said, it's the only Tank combo finisher without any additional effect. You'll come to understand why some people would find that boring once you've spent more time with all of the Tanking jobs.

If you're looking for an up to date site that easily allows for looking at ability details, I find that the Garland Tools Database never fails me.
