    It had a cooldown in the form of casting time, people hated it (for some strange reason). I think Square could easily construe this as a, "Do you or do you not want a cooldown? make up your minds!"

    That is totally different. To cast it, you had to throw away valuable 3 seconds away from dps'in. A 3 sec CD in-between 3 seconds you want to move around is a completely different subject.
