The whole point is when something is sold under the pretense of "get it now, it is limited edition and will be rare and exclusive!" there are a lot of people that buy it for the rare and exclusive.
'Fair' for the person that didn't get an exclusive item is getting screwed over for the collectors that bought it originally

It also adds to the game, seeing rare impossible to get things from time to time on other players

It does add to the game? Weird, I see them and go look up where to buy them... then roll my eyes as they aren't available because there was an arbitrary limit on a digital item code.

To make it clear, I'm speaking about the Bahamut and Dalamud here (and any other minion attached to the SE store should they "run out"), not Cait Sith, that minion should stay locked to pre-order exclusiveness. But the OST minion... absolutely not. Attach the codes again, same price, same item, done.
