You can buy red scrip gather mats through the diadem vendor now, this was the case though pre 3.1

What vendor existed, if I may ask, pre-3.1, that sold roundstones or ooids? If you're talking the Market Board, sure, for thousands of gil I could've bought it off the mb, but that's hardly casual-friendly.
