Savage Clear rate being lower the Devs expected, good or a bad thing?

While it doesn't change the tone of this conversation much, I have to point out that what was actually stated in the interview was that the number of people who cleared savage was about what they expected, and that the less than expected comment was specifically referring to A3 savage

Isn't that a given considering (from what I've read, anyway) that the 1st and 2nd floors of Gordias Savage are on par with Second/Final Coil? People have been asking for the entire raid to be scaled around A1S difficulty, obviously going harder as people progress through it, but not to the extent of A3S's difficulty spike.
