To me it sounded like one tank /per airship and if you don't go with an FC you get a "voucher" which I'm assuming is going to be sold in Ishgard for gil.

I read somewhere that it was 700g per person for the airship in Ishguard, just don't remember where.

I read the exact same thing. I think it was in the patch notes, but it was also said on Duty Commenced as well that you would need 700 gil to buy a Mission Ceruleum Voucher, which would take you to the Diadem via Ishgard. And I believe that was per person, not just one per party.

As for FC transport to the Diadem, it was one Mission Ceruleum tank per airship. I'm 90% sure.

Free Company Exploratory Missions
When undertaking exploratory missions using a free company airship, players must form a party of at least two people. Players can also form an alliance of up to twenty-four players. There are no role requirements for entering The Diadem as an alliance. Each party or alliance member must have a tank of mission ceruleum in their possession, which can be purchased in exchange for company credits. One tank is required for each mission

Each person needs a tank of mission ceruleum.

The big question is whether that's a mistranslation from party LEADER rather than party MEMBER.
