This is user to user support...not a support line to SE per se. The moderators might link in FAQ info and such, but generally this is for players to discuss solutions. It's detailed in the sticky welcoming you to the forum.

As for the error...the launcher is basically a browser of sorts---built off of MSIE basically. The error is stating that it was unable to download something--authentication may have failed, or communication was otherwise interrupted. One of the more recent things to trigger this was when they adopted the newer encryption standards, and Microsoft was resetting the options with a Windows Update. The fix was to open the Internet Properties panel (inetcpl.cpl from search/run box) and enable the TLS options in the encryption section towards the bottom of the Advanced tab.

Otherwise...check the usual suspects: scan for malware, double check security options (particularly the exception lists), make sure Java, Flash, .Net are updated (also make sure to enable .Net 3.5 in add/remove programs control panel (appwiz.cpl from Search/Run) after clicking the link to turn windows features on/off). One common offender is a change in anti-virus where they added a feature that monitors running processes after loaded--have to enable them to have network access there as well, not just the usual one where you add the flat file to avoid scanning when read/write/execute.

Wouldn't hurt to flush your caches as well. MSIE (can be done through the inetcpl.cpl snap-in as well), Java, and your DNS cache (cmd prompt, run "ipconfig /flushdns"), and reboot your modem and/or router as well in case their caches may have bad data.
