I use something similar to that on SMN since Garuda no longer has issues necessitating macros. On SCH, I use macros for faerie skills and it is unfortunately not possible to use a macro to switch macros on your cross hotbar. I do however have a regular hotbar up just so I can see cooldowns. I use a summoning macro to change those slots.

I'm currently running Savage A1 as an Astrologian and really feeling the desire to switch to SCH, which I haven't played since AST launched. This has really helped me prepare myself, thank you so much!
There is, actually. As a basic example:
Eos (change bar):
/macroicon "Summon"
/ac Summon
/chotbar copy SCH 5 SCH 8
Selene (change bar):
/macroicon "Summon II"
/ac "Summon II"
/chotbar copy SCH 6 SCH 8
Hotbars 5 and 6 are exactly the same, with one key difference:
5 has Eos' 3 skills as well as the following macro: "Selene (change bar)"
6 has Selene's as well as the following macro: "Eos (change bar)"
Basically, 8 is accessed by L2/R2. This gives quick access to each pet's skills by copying them depending on who I have summoned.You can extrapolate this to change your other macros by using any other "unused" hotbars. This also works with regular hotbars, as well, just change "chotbar" to "hotbar."
I couldn't fit the rest of it on the previous post because of space restrictions, but you should also check what Ragology posted.
You don't have to attach it to a summoning macro, nor do you have to replace the entire bar (mine's set up that way for quick ease of sharing with other players). You can do this with anything. My alt that I'm playing with is a Qestir, so she's not allowed to talk. I have several "custom" macros to express various things...None of these have skills attached, but I access them the same way. I have one slot that calls those macros in to replace parts of my hotbar (depending on what I need to convey), then another on that bar to switch them back if needed. This is also great for quick marking and other things as well. It's much easier to navigate than the default menu selections on the hotbars that we get. :/

Yeah, this is exactly what I've been using. This kind of macros are extremely useful also for war when swtching deliverance/defiance and smn when switching egis.
I think I'll put some screenshots here to show how I've set my crossbars since it seems that for a lot of people proficiently playing sch using a controller is hard even though it's not when the right macros are used.
hmm i see but technically its just swaping the whole bar right?
so the macros are placed on fix slots... its not for changing skills on the same bar?
therefore i need 2 bars for SCH and 3 bars for SMN just for switching through them via the summon-macros hmm...
well playwise its the same outcome but technically its more like a workaround...

Great macros! to add - Some very useful macros I've discovered:

Add "Fey Wind" to (nearly) every macro
Basically you don't want to worry about having to manually cast fey wind yourself and want your fairy to just autocast it, so we add:
/pac "Fey Wind" <me>
to (nearly) every macro we have on our bar to get it to just cast for us without us having to think about it

Eos 1 button wonder:
/macroicon Rouse
/ac "Rouse" <me>
/pac Steady
/pac Guard
/pac "Whispering Dawn" <me>
/pac "Fey Illumination" <me>
This will make Eos (or Selene) roused, and then make Eos cast Whispering Dawn giving some super boosted healing.. if you also need to you can hit this button again to get Fey Illumination to go off which will further boost the healing
