So far I know about 2 dungeons, Airship Voyage (which seems to be the biggest content of 3.1), Lord of Verminion, Void Ark and a new relic.
Doesn't seem lacking compared to old patches at all.

Just off the top of my head:
2.1:
Gex
Tex
Ifrit ex
Ultima Ex
Moogle HM
CT
Wolves den
Treasure hunts
FC housing
Pharos Sirius
Hakkue Manor HM
Copper Bell Mines HM
aesthetician
3.1:
Doom Train (speculated)
Singularity Reactor Ex
Void ark
pharos Sirius HM
island exploration
lord of verminion
Seems like there is a lot lacking.

Fixed that for you, with some things you forgot... Though I'm not too sure how you could consider something like Wolves' Den or the Aesthetician to be considered significant content... Or Housing, for how many people simply don't have access to that... May as well consider Housing reclamation significant in that case...Just off the top of my head:

Copper Bell Mines HM

Amalj'aa and Sylph dailies

Singularity Reactor Ex
Void ark
Saint Mocianne's Arboretum
pharos Sirius HM
island exploration
lord of verminion
new Relics
Vanu Vanu Dailies
a new series of side quests similar to the Mail Mog ones (Saint Endalim Scholasticate)
possibly the training area? not sure if that was pushed back from 3.1 or not
Seems like there is a lot lacking.
Anyway, the update isn't next week, we've still got a few more previews to get through... Plus, as with most things, it's about quality, not quantity... I would value the Sky Exploration stuff over pretty much everything 2.1 offered, provided they don't royally screw it up... Heck, I'm already jokingly saying that Final Fantasy XIVs main selling point is Lord of Verminion... That just looks fun...
Then there are all the adjustments to existing content... They mentioned adjustments to Chocobo Racing I believe, and like Wolves' Den I'd consider that to be dead on arrival, so hopefully 3.1 can actually raise it to a reasonable standard.

wolves den was fun content when it was first released. Just because you did not like pvp then doesn't mean other people didn't. Same with housing. Wards were not full on day 1, if you wanted a house back then, you could buy one. The training area is just conjecture at this point and 3-4 quests of the moogle mail series caliber are hardly content. You can finish 3-4 of those quests, reading all the cut scenes, within an hour.
It was off the top of my head, so of course I forgot stuff. Nice try at being snide tho. The Amalj'aa and Sylph were two beats tribes, we are only getting one in 3.1. Why didn't we get the gnath too?
We had more content for less dev time in 2.1 than we have in 3.1. Deal with it.
1) I PvP more than anything else in this game.
2) Wolves' Den was horrendous when it was first launched. When it was first launched;
AP was used to unlock PvP Actions, meaning you had none at the start.
PvP EXP was rewarded in very small amounts, and you required a lot of it to get anywhere.
You weren't matched up with equal Ranks, so a Rank 30 with full PvP gear and useful PvP Actions could go up against a party of novices.
Morale was just hideously overpowered, complicating the above point.
It was basically fun until the win traders ruined it for everyone a week later and basically killed the queues to this day, there's a reason 3.2 is required to fix the place...
Well, I wasn't trying to be snide, but your attitude is certainly appreciated, I was merely pointing out content you'd missed off (for 2.1 as well) to clarify the list... As for Gnath Dailies... I'd say we're getting Vanu Vanu and Saint Endalim Scholasticate as a fair trade off...
Like I said though, quantity =/= quality, something like Sky Exploration is arguably worth far more than stuff like Treasure Maps and the Aesthetician, and it's certainly something everyone can do, where as only 1% of the population ever had a chance of owning a House.

2) It turned out bad, but when it was first launched it was very fun. You're using the aftermath of 2.1 wolves den to justify it as it being non-noteworthy content to include in this comparison. That is a bad justification.
It was still content that SE released in 2.1. Just admit it, SE has had more time with 3.1 and it's coming with less content than 2.1 had. The facts are not on your side.

No matter how WD worked out, it introduced PVP to the game. That alone meant they had to add new mechanics, along with other changes (new skills, leveling system, gear, areas, skill changes) JUST for the pvp they introduced. It was a BIG change in a patch that included multiple BIG changes.1) I PvP more than anything else in this game.

Here's the thing though, consider assets that were already in the game, that had the whole production stages complete back in 1.0, I'll remove those from your quote.Just off the top of my head:
2.1:
Ultima Ex
CT
Wolves den
Treasure hunts
FC housing
Pharos Sirius
Hakkue Manor HM
Copper Bell Mines HM
aesthetician
3.1:
Doom Train (speculated)
Singularity Reactor Ex
Void ark
pharos Sirius HM
island exploration
lord of verminion
Seems like there is a lot lacking.
Now consider "new concepts" added to the game, in 2.1 they wanted to add a lot of things people were looking forward to in 2.0, so PVP, Housing, aesthetician were natural things to add to the game.
Ultima HM-Thordan
Moogle HM-Doomtrain
Crystal Tower-Void ark
Treasure hunts/aesthetician-lord of verminion
FC housing
Pharos Sirius-Dungeon 1
Hakkue Manor HM-Dungeon 2
Copper Bell Mines HM-Island Exploration
Honestly speaking, can you say that 3.1's content isn't similar in what it offered compared to 2.1? Keep in mind, making something like "lord of verminion" is something built from the ground up, they have to use unique coding pretty similar to say creating FC housing so if anything that could moreso be tied into FC housing than Treasure hunts and aesthetician. At the same time consider the simplicity of making aesth and Treasure Hunting. Treasure Hunting is just find a map through gathering, use map and then fight target at map location, aesth is alter characters hair style and other aspects of customization.
Lord of Verminion is take minions, gives them unique states abilities and create a fun engaging experience for 1v1 matches that will make players want to play it more. FC housing was making lots, setting up the schematics, making all the furniture etc etc, but there was no "balance" to be had just server stress.
So quite honestly I"d say 3.1 has quite a bit to offer cause until Island exploration is fully revealed you can't assume how much content that will offer. While it cut 1 dungeon from being made in favor of this system the system in question could offer a more engaging experience compared to how dungeons currently are.
