This is partly the result of the devs condensing stuff a little too much, and their approach to interrupts as a whole hasn't really helped.
Pacification is overpowered in concept and I would never want that to work on bosses (imagine preventing Ravana from using his frontal cleave via pacification, or preventing Titan from using Landslide). Silences would need to be a little more spread around to work (stunning bosses is overpowered, so that's a no-go), since even now your classes with reliable silences are PLD (tacked to a high damage attack, meaning we're giving up some aggro generation to silence), BRD (whose original selling point was Blunt Arrow) MCH (Head Graze) and NIN (Jugulate but the NIN has to sacrifice damage to be in the needed stance for it). DRG not having one and MNK having theirs be difficult to use (due to form requirements) isn't a good thing, since if you were to make interrupts more useful you need to make them required in raids, and those two don't have a way to meet that requirement. In essence, you'd be forcing raids to bring a PLD, a MCH and a NIN to everything and work out an interrupt rotation.
