Viera were originally considered even after the release of the ears.
Who's to say the Horns weren't planned to be implemented before the Au'Ra idea was on the table?

We'll never really know what Square-Enix intends to do in terms of a Viera-like race, but the demographic they tailor to that plays this game REALLY wants them and I'd be foolish to believe Square-Enix wouldn't eventually cave in to it.
SE also did say they went with a feminine choice for the females due to those being the most popular among the community. I did love the more demonic concept art for both males and females though, they looked unique and interesting. If we're just going to get more humanoid races with different ears I don't see the point in getting more races, if we get something like Lalafell but more beastly, or something similar to the Worgen from WoW then that would be awesome. There's a reason why WoW can do it quite easily, and that's because the chest piece is just a flat texture with giant shoulder pads that they can readjust unlike FFXIV's more intricate designs.
I only recently saw that concept art myself, I'm rather disappointed we didn't get it. I'll have to agree with the thought of giving us something that isn't "cute" or "pretty." Not that I'm saying we need an "ugly" race, but something can be aesthetically appealing without being "cute" or "pretty."
