I don't believe that's actually the case here. We already have a variety of heel heights. Some are flatter or taller than others and the game adjusts to each of them. It could adjust to barefoot the same way it's already adjusting to different heels. The designers just chose for it not to.I'm not sure we actually do, though. Gear in this game doesn't replace the body part they cover (as they did in FFXI), but instead covers and surrounds it. Even the flattest shoe in the game has a sole thick enough to pad the space between the foot and the ground. Remove that, and the foot is actually hovering ABOVE the ground.
(There are actually a couple different ways that a graphics engine could adjust heel heights and I'm not sure which this game uses. One option is to adjust our height to be character height + heel height. The other is to just shift the position of the foot, effectively lengthening our calves slightly when barefoot and shortening them when we wear high heels.)

The thing here, the overarching thing here is that the feet have always had sandals, even in 1.0 where clever players found actual nude character models (they lacked 'fine details' and males were 'flat as Ken dolls'). The sandals are about as naked as feet are going to get because they aren't shoes, they are 'surgically attached'.

It's for this same reason that we'll likely never see actual high-heel or platform shoes. Any footwear that changes the hight of the model is not a simple change to make.
Clearly it is possible to make shoes that deviate from what you said. I can, however, see how it would be difficult to make the default no-shoes feet naked, since that'd most likely require them to re-work all the currently existing boots and shoes. But it shouldn't be too difficult for them to make a pair of shoes that make your feet look naked. Apart from that whole 'make the shoes have the same colour as the shade of your skin' issue, of course ^^;
I'm curious if that actually does increase the height or if it simply compresses the character model lol. Cuz uhh... either those are 9+ inch heels (meaning your character gets taller) or that old Chinese tradition of foot binding is a thing in Eorzea.Caster PvP gear would like to have a word with you ^_~

No it doesn't, sadly lol. It just makes you look "higher" but your character still have same height.
