They're coming, and better yet they're coming with copious amounts of Fractal Grinding, à la Manor Varnish... Just look around in the early parts of that dungeon, the model for Mannequins seems to already be there, I imagine they're just working on letting us Glamour them (since apparently using furniture for storage is a big no-no, according to this dev team...), I kind of hope they're also working on a few poses to set them in...

The model has actually been in the game for a very long time. Go do a few crafting class quests and you'll see them, as well as various head/arm/legless variants lining some crafting guild halls.

There's also them simple cross shaped racks that have a chest piece on them laying around many, many places.

Just needs a retainer outfitting-like menu to put gear on and voila... I guess.
