I don't remember Ultima being a requirement for normal. It is for savage Coil and savage Alex, but I'm pretty sure you just need to have finished all story quests and be ilvl170 to do Alex normal.

The unlock quest is called Disarmed and it starts in Idyllshire.

It is a silly requirement for savage though, however why are you waiting in duty finder when you can just grab some people from your FC and/or party finder and nuke it in 3 minutes by going in unysnced?
