That being the case wouldn't it then just make sense to remove the evasion mechanic from all the PUG skills that have it?
Are you kidding me? Pugilists have been tanking both since Darkhold launched. They also can proc after evading an AOE or another mob, and have a skill called taunt which specifically focuses the target on them for 1-2 hits. How much have you played a pugilist?
I'd still be fine with them making Simian Thrash I guess, but evade counters are a big part of how Pugilist is played. I'd rather our evade counters were just even more powerful to compensate.
