I'm not sure that's correct. Usually the next levels open up mid-way through the previous levels. For example, the level 35 regions would normally open up for exploitation somewhere between 30 - 35, I think about 33 or 34. All previous regions opened up well in advance of being able to exploit; for example, level 30 opened up at about level 28. But nonetheless I'll give your suggestion a try. I've got no other ideas. the node level that you can hit at 28 is called a "level 30 node" and only contains items from 26-30 (with the exception of shards/crystals/clusters and select other items).
To hit level 40 nodes, you must be 36, but the node will contain items from 36-40.
