Oh well, am one of the many that are trying to create a new character on a populated server, Balmung in particular. Seems maintenance is the only time one could make a new character.

aaaah......
check in lodestone for maintenance announcement.
a world is open when the population is lower than A, with A being a set number of online players.
try making one 10-15 minutes before maintenance starts, that's usually when people start logging off.
save your character template first so it'll be faster.

This game doesn't have regularly scheduled maintenance. If there is a maintenance then there's a good reason for it, not just to have a maintenance. Resets happen discreetly and don't need the server to be brought down for it. Same with starting and ending events. I can see why they do it this way, people tend to throw the dumbest fits over any maintenance. As if the act of adding content or fixing old content was some manner of personal attack against them.

Special Notice on your Lodestone. There's a nice list of potential maintenance dates in there, which of course is not set in stone. Neither is it a full list, considering emergencies and such. Still, pretty much the best option to check up on maintenance dates.

I've used to try to get a Character around 3am on a populated server. you might try 6am as wel, since many people might just wake up or go to sleep
