But they're forced to change servers due to hindrance to their gaming experience which is the reason they made transferring from EU servers free of charge. I think they should address this issue too.I'm pretty sure all the designated European servers are going to keep everything as is, so there shouldn't be any worry over housing if you stay on the EU marked servers after the switchover is completed. However, like any standard transfer, moving to a different server means you have to give up the house.
They're going to lose their homes either way if they transfer servers. What's supposed to happen if the plot on their destination server is already occupied? What if there's zero free plots after they move?
They could open additional wards and fit people inside them.
There is a big difference between changing servers at your free will and being forced to do so due to physical relocation of the server itself.

They aren't forced. Being forced would mean SE throws their characters on random US realms without giving people a choice.
Also, your suggestion about housing is not fair or reasonable in the slightest. People have waited years for new housing and you think some random people migrating to their server should get first pickings on new wards and take the best spots. Nope nope nope.
I can support giving people free transfers to and from Chaos but I cannot support rewarding people with VIP housing access for their bad server choices.
