Yep, and everyone was so prepared for Ishgard to be XIV's answer to Jeuno from FFXI... The common city where everyone converged and hung out.

Give it time, I could easily see Ishgard becoming more of a hub, lore-wise it's only just opened its doors to the world, so it makes sense that there isn't really a lot there. We already know of two pieces of content coming up which should be centered around Ishgard;

The Sky-Islands, access for which is done either through a Free Company, or the Ishgard Airship Dock.
The training/parser arena, which I think will be using that small instance in Foundation that currently has no purpose.

The only reason Idyllshire is even a hub is because Rowena is there, and if SE had any sense they'd give us multiple Tomestone vendors, rather than deciding to pack the entire server around a single NPC... Slap a copy of the Idyllshire vendors in Ishgard and it would easily be the new hub.
