It's a tower that's being struck by a ball lightning. Just turn your head sideways to see it.
It's not just any tower either - it's clearly meant to be the Crystal Tower with Dalamud - if you've completed the Crystal Tower sidequest storyline the connection between the two is obvious.
I believe it's identified in-quest as one of the Six Heavens, the Heaven of Levin (lol).
Of course, it's also suspiciously similar to the Crystal Tower and Dalamud, but...

That constellation is called Byregot's clockwork tower (being struck by an angry Rhalgr) in the AST story. But it looks like Bahamut's prison feeding the crystal tower.
Does that mean the other constellations are representative of real landmarks too?
I see Ishgard (seriously, look at the base of the tower, that's Ishgardian architecture 101 - stupid archways) being attacked by a rogue ADS, the Temple Knights failed to Silence High Voltage, what newbs.
