I don't think they're glitches, but rather NPC's added to give a little more flavor to the world. Kinda like the Arcanist and the Carbuncle in Mor Dhona were. There's also a merchant with a Chocobo that appear over by the Botany Ephemeral Node (near the Dreaming Dragon); his chat bubble says something to the effect of "Just a few malms to go". There's another merchant with a Chocobo (though I don't remember where, I think closer to Falcon's Nest) that says something about not being able to afford losing another bird.

I was meaning this guy must be glitched or something with me.

This is all I ever see of him, and this is the first time he's been hanging on the cliff. No word bubbles and when I get closer he vanishes. The video above doesn't show him falling. When he is on the ground I can't get close to him. I end up doing wild fanagling with my Chocobo just to get him to show up. The right angle/distance does it for me. That's as close as I can get from him on the cliff, and that's pretty hard in itself.

Yup, do you know where he is? I've tried to find him, both when I saw that thread and now seeing this one, but no luck.
