Ninja BiS for end game

So, I've been using the ninja guide here as a starter however the OP bis link goes up to 570-580.

I heard that the a4s goes along the lines of 640+ ACC.

Do I try to meet 640 ACC as a BiS? Can anybody help me out with what I need to purchase/attain?

At the moment I have

ESO: Weapon, chest, legs
Alex: Helm, belt, glove, boot, jewelry.

I have 500 ESO this week to purchase any other piece of gear.

I don't want to overspend my eso because I am working on a DRK on the side so I don't want to get something that I won't end up using because it isn't BiS

This is what I have for BIS. I don't know for sure if crit is the best for NIN just yet since the stat weights haven't come in yet. With Baked Pipira you should have enough ACC for A3 and A4.

Crit heavy build, can swap to Grilled Sweetfish if acc is indeed 640+

Using food just helps push you to the levels you need on some stats. It's definitely recommended to use food while doing higher content to make up for lower stats/boost main stats.

Is there a cheap food alternative with acc that I could use to meet 640? or is the baked pipira the one? This is why I asked if food was a must because I don't have a job that makes gil for me.

You could try NQ Grilled Sweetfish, don't know the MB on Cactuar but it's rather cheap on Exodus. You should try your hand at crafting/gathering though, great ways to make gil. Selling dragonskin maps from gathering is one, selling potions from ALC is another. Strangely enough X-potions are still bought at a reasonable rate.

Hardly strange when you consider how obscenely expensive Draconian potions are to craft compared to X-Potions for a 21 main stat gain. The only people who care about Draconian quality are the ones stuck on AS3 and AS4 DPS checks and need the last few percent to push through.

I'm personally aiming for this setup. Word on the street is that accuracy cap is slightly above 640 here. Sucks losing the Determination from the Gordian neck, but I'm guessing 23 Crit and 30 SkS beats out 42 Det.
