It may work out better, fairness wise, if they increase the gardens allowed on small plots to 2-3 instead of just 1 and mediums to be 3 instead of 2 on the high population servers though.

It's not the most ideal solution but it's a step in the right direction (I'd also love it if they let all the houses have the same amount of gardens). I'm hoping that players will take advantage of this feature to help others out. I'm personally planning to put up a little message on my placard that says I'll be willing to share gardening privileges for players that need it.
