To reduce the skill bloating issue, maybe there should be abilities available only under battle high, that are automatically activated when using limit break. So you do the LB, then the LB button becomes these abilities ( and when fully charged LB is available again. They could be only available while under battle high too. )

Lastly I would like Aggro to have some use. Maybe provoke can force the person's next Attack to hit you, like a one time use cover that works on magic as well. The two new ninja abilities can be used to make it so that the person under smoke screen does not appear on the map and gains the effect hidden, while the transfer of aggro forces the other player to take damage (only available to use on tanks with 25% or more HP).
