I'd rather they put their resources to new content than to rework old content to give tokens as well.

All they have to do is add a totem drop to the Primals using the same icon they have for Ravana and Bismarck, and then set up the option to buy the weapons in exchange for these tokens. Now I'm no expert, but that's probably a few hours of development time at most and would please a lot of people in the future who are seeking out these weapons for glamour.
