I dont have much experience with reclaim, so maybe there is really something wrong with it. I used it only once for my first 2star tool and it worked.
But in general i think RNG is fine, its just that people only remember the bad luck streaks. Like when you craft an item with 10+ HTs and all work then things are normal but when you suddenly fail half of them, something must be terribly wrong with RNG...

Nope, the RNG is generally fine. Bad luck is exactly that bad luck. I have seen runs on both ends of the spectrum.
e.g. While levelling my crafter recently; I have seen with consistently only 18-22% HQ chance and ending up with 17 HQs in 25 items. Just as I have seen HT + SH2 fail 7 of 8 times.
