The only way is to stop RMT is to pass laws against it and force other countries to adopt them as well via gunboat diplomacy.

Make it like the War on Drugs. Get the CIA involved. Assassinations.

I guarantee you it will stop pretty quick as virtual money isn't worth as much as hard drugs.

Honestly, all that needs to be done, is to have one of the "task force" members of the game have a character on each server. They log in, walk around, and everytime they get an RMT tell or hear a shout, they can remove account right there on the spot. It is not like we need to report it. If it is coming to us, it will come to them as well.
