Other options have been presented in this thread...and let us not pretend that SE doesn't make or unmake rules/conditions/terms as they see fit.
"SE said so" is not an excuse... SE can unsay or change whatever they want.... or are we all going to pretend that everything SE has said has been true, done as it was claimed, or never changed?
Really?
All completely irrelevant. I've never understood the point of arguing this.
SE could change a lot of things, in theory. They could decide to go F2P, put all but the most basic content behind a cash shop, and then say "This is our new direction. Please look forward to it!". They could decide to bring back some of the concepts that Tanaka had for 1.0 and people hated (Market Wards and XP Fatigue yeah!). They could decide to do away with all raiding and make everything smaller group content, or better yet.. make it all soloable. They could do this... They could do that...
Whether SE could do something is not - in any way, shape or form - an argument of why they should, nor is it any kind of proof that they will.
Pointing out "well they've changed their stance on things before" is irrelevant as well. Different situations, different circumstances, different contexts. ANd of course, that they've changed their minds on other things is not, ever, an argument that they should do so again.
1.0 is done. The events that transpired are history, and those whom were there and went through it were given a mark, indicative of being branded by Hydaelyn while in a 'stasis', and in a more meta sense, distinguishes those who were around when the Calamity happened.
It would be absolutely wrong for SE to suddenly say "oh, well, we've already well-written the Mark into the lore and the world's history, not to mention actual "living" Adventurers who were around to experience it,and survived it (thanks to Louisoix's interference). We've already long-since decided it was branded on them during the events of the Calamity, when they were whisked away to safety for 5 years, until it was safe for them to return. We already decided, and announced, multiple times, way back in 2012, that the mark (as it would turn out to be) would be something specifically to distinguish those who were there and "lived" through it. Bah. Forget everything we said. Forget all the promises we made to those people while they were supporting us and a broken game. We're doing fine now, so screw them and screw all that. Forget all that other stuff. Everyone's a Calamity survivor now! Even those who didn't even exist yet when it happened!"
SE could do that, in theory.
Just, don't hold your breath waiting for it to happen.

People have been lamenting about their kids since Socrates.
Me? I blame the genre and industry, its kinda overdue for a disasterous crash, which is probably why so many are turning to safe mobile games in their time of need, while the indie games attempt to fill the void of "games like the games people want".

As I mentioned before, I cannot obtain the Legacy Tattoo because the character I created in 1.0 did not make the transfer to 2.0
I don't know why she didn't make the transfer, but the character is gone. The only part of the character that remains is the character creation data when you create a new character. I've checked all servers and she isn't on any of them, so the only option I was left with was creating a new character who was based on her template.
For me, it's not really about the tattoo. I want the story element attached to the tattoo because my character was a Warrior of Light before The Calamity. However, I am forever blocked from seeing this story perspective because of whatever reason.

I think it would have been cool to have a special tattoo or something for those who were subbed for all of 2.0.
This thread wow people... please.. just... stop, you are arguing over nothing just.. Get over it and move on with your lives.

Why would you get legacy stuff if you are not legacy? Makes no sense, you want my $9.99 sub price too? Nope, too bad you weren't around for 1.0. It's exclusive for a reason.

I was around for 1.0, but I never received any legacy items for my time spent in 1.0. So, by your logic I should be granted these items. However, I have not been allowed to obtain any of these items despite being around for 1.0.
