Why are there no level 60 botany 18 hour ventures?

Why haven't Retainers figured out how to get Clusters? Everyone else has! lol ... And why can't Fishing retainers bring back crafting materials from HW fishing holes?

I expect that 3.1 or maybe 3.15 will see level 60 18 hour Ventures. I kind of expected them with 3.05, seeing as we all expected the item level to go up (and it did, however sturdy the wall they built to keep people out of those higher ilevels). Anyway, whenever they ease up on the current 2 star restrictions, OR they replace the 2 star with gear that they can reasonably expect to see on retainers, that's when I expect to see the level 60 VEntures that are currently missing.

because then we don't need a real fisher anymore. we have seen this in 2.0. there are simply not enough fish you can use for crafts. the retainers will destroy the price for them :x
