I'm an NA player and I am 100% fine with this if it means a better playing experience for the EU players. They've put up with terrible ping/latency for so long, us having to deal with a few days of maintenance is nothing.

We've dealt with latency that made a lot of boss fights harder than they should be since 2.0 went live, it's time we got the EU servers located on the proper continent.
You payed for the game and continued to know your data centers had lag and latency why should other players suck it up? it's SE fault not ppl in NA. That said i don't mind waiting a few days but i do hope that we get something in return for the wait. Since this update will do nothing for NA playersIt all depends on the exact infrastructure, of course.
If the NA and EU servers are "that bunch over there" then yeah, NA will have to at the very least get turned off for a while.
If the NA servers are the bunch on the left, and the EU servers are the bunch on the right, NA shouldn't necessarily be affected.

Now the only crap thing is that the Aussies still have to put up with latency to the East coast.

I hope they offer a period of free transfers just before/after the big EU move. After all, when the game first came out, Chaos, Primal, and Aether were all simply designated "NA/EU". It was only later they decided to change to identifying Primal and Aether as "NA" and Chaos as "EU". I'm sure a lot of people (on both sides of the big pond) still have their characters on a server with the wrong regional designation for where they're at, based simply on having made those characters when it wasn't specified which servers were for which.
I have been playing since third beta phase and I remember EU servers always being designated as EU servers. They were under NA/EU datacenter, but the servers had EU tag in them.
Either way, no one told NA players to go to EU servers, so SE shouldn't be under obligation to offer free transfers. It's up to them if they want to do it.
When it comes to maintenance, 3.1 doesn't have a real world progression component in it, so EU exclusive maintenance wouldn't be that much of a hurt to deal with.
