Exactly, it literally only means that you poked 1.0 at a certain time. It does not show significant achievement other than "hey I knew about the game and logged on!"I checked with my friend that got 1.0 at the same time. His 1.0 character has a tattoo, but he never paid a sub. He probably logged in for free to check things out, but is not a legacy account. So the tattoo couldn't have been a legacy account entitlement. It might have meant that the character was logged in during a specific time, but doesn't mean you paid anything. He also pays the regular sub rate now, not the legacy rate.
So- while the legacy perks might indicate support... the tattoo doesn't. It's just a birthmark of sorts. You can have it without having paid them a dime after buying the game.
