2) Let players do both the new event quests AND the old ones.

This could be done if those events were instantiated, this is not the case since they are link to fate and other not instantiated quests. Since new fates and new stories result in new set up in games this solution 2 could be reconsidered only if they rework entirely the system as it is now, and they wont because those events are made to be ephemeral, and not last longer, it a game design choice they won't go back on that so they choose the 1st option : Earn money and make available old stuff in cash shop without having to rework everything.
