The reason they don't allow you to lie down is "because it may lead to sexually inappropriate situations", to paraphrase the reasoning given when last requested.
May as well get rid of all emotes in that case, including the idle emotes, because people still find plenty of ways to do it. I see it all the time.
Screwing everyone over just because people will find a way to have fun with emotes is the biggest load of bull crap a company can do.
I mean just search google, there are screenshots of sexual poses everywhere.

And there is nothing wrong with ERP if it's done within the privacy of a Private Chamber or house or anything.
Going by that logic, they shouldn't impliment shared housing in 3.1, or at all, because that will encourage RP which will in turn promote ERP among in game couples or just anyone really.
The Dev's need to think that kind of stuff out a little more. Is it really worth screwing over the rest fo the community just because some of them will lay down next to each other and then talk dirty to each other in party chat or whispers? You can already do it other ways, and I mean hell there are beds that 2 people can already lay on together.
I wouldn't be surprised if it was the same team who glued these base sandals on all models because "It's unnatural to run around barefoot".

I wish we got more emotes and get what most of the npc's have out in the world, also that marauder in wolf's den top deck would be a nice idle animation.

I'm not defending SE's logic in this. I too would like to be able to lie down under a nice tree in the Shroud. But I can see their perspective - and they've decided they don't want to touch it with a ten foot pole.
