Actually even if you can use them once, it is a major dps boost. Imagine if every dps had access to every dps cross class buff, dps checks would be much easier.

Yeah, the 1.0 days where you weren't allowed in groups if you didn't have several jobs at 50 to grab a certain cross skill from each.
Yeah, no thanks. I don't want to have to level 3+ classes just to be able to join groups for anything.
Actually I and many others enjoyed that part of 1.0. And it wasn't really a "mess" as you call it. I was able to go do stuff with a buddy of mine instead of waiting for a specific person to fit that role.Eh, how you stated was how the game was originally designed in the early ages of 1.0. It didn't work out like you imagine, it was just a mess. The restrictions were put in place because it made the game a lot better for it. I know people like the illusion of free range choice and customization but its never actually utilized and kind of a waste of dev time balancing options that no one will use. What I'm hoping for is for the situation of, "Hey my buddy and I want to duo a dungeon but neither of us can heal" would be the introduction of venturing buddy NPC's (similar to chocobo companion). That's an idea which has been mentioned more than once by the dev team and might be the better solution than completely reverting and re-balancing the class system.
Right now White Mage is the only job that retained this ability since White mage get both arcanist and thau's abilities.
And I don't think there is any reason to re-balance this system and for that matter, it will bring balance to the current system. For example, Astrologist will be able to use Virus and Eye for an eye which will be a nice.
Well, right now you are already leveling a total of 3 jobs at once. But seriously, how many Warrior have you seen running around without Mantra? Or how about bard running around without blood for blood? There's way too many. And I don't see them being denied out of a group. PFs doesn't really have that kind of restriction.
Furthermore, this will bring more replay-ability to the game. This is where SE can benefit. Since it is a subscription based game, the more it is replay-able the longer players will stay subscribed. This means more profit for SE. I don't see how this is not a win-win situation.

With how fast exp is at lower levels now it isn't like it would be an issue to level all classes anyway, I like the idea.
As of now we only have to level classes that SE wants us to, open the gates to all possible abilities (if I'm reading your suggestion right) and you'll have things like everyone to get swiftcast + enhanced raise (not sure if enhanced abilities can be cross classed, but w/e) for battle raising easier... which would present balance issues, along with countless other abilities that may be useful for other Jobs. I'd much prefer they ditch the cross class system and instead introduce a specialization and talent system, similar to WoW before they revamped it.
I don't think they should all be available, but it would be nice to see some of them expanded. Or perhaps give a bonus of some sort to those who decide to not use soul stones in exchange for more cross-class skills (since we sacrifice Job-only skills to do that, perhaps a base power boost or something?).
Personally I feel talent and spec systems are far more limiting to what I can do on a character than this cross-class system.
Sure I'd love to have strait shot, b4b, raging, IR and quelling on my blm and dominate all the other dps sounds balanced.
