I have no hard evidence, but I'm pretty sure you're PVP rank affects your queue time as well. Last summer, when I was obsessed with Frontlines, it was VERY noticeable how my PVP friends (same server, same GC, same data center) would get much faster queues than I would when I was over rank 30 and some of them were just starting out (and lower than rank 10).

Those of you with really high queue times I'm interested in knowing which GC and datacenter you are in as well as your rank. Some presume the GC restriction is the sole reason for longer queue times but I feel that might not be the case entirely. As for me on Marlboro (Primal Data center), Immortal Flames and rank 34 my queue times around five minutes, I even got put into a Secure the other day in less than 10m.
However I keep seeing people talk of hour+ queue times during primetime. It's possible they try to match similarly ranked players but I've queued with my FC mates at same time but different GCs and been dropped in the same battle despite some of them being around rank 10 and one is max rank.
To my knowledge on our server many people jumped ship to Maelstrom during the BLM stacking heydays of yore and my friend complained of longer queue times. So it's possible people migrated to a "winning" GC but as a result you are competing for spots among everyone else who jumped on the gravy train to 1st place wins and have longer queues as a result.
The actual amount of people interested in PvP so far as the entire playerbase is concerned is quite small, so out of the limited pool of people if several migrated to another GC to get more wins then they caused the increase in queue times for that GC. From what I can tell the actual spread of GC populations as a whole is not that wide but among the PvP community it does appear there are some favorites.
Removing the GC restrictions or replacing it with something else would be a possible fix to level out queue times but then they would need to retcon the entire reason we are in there in the first place. It's also likely to increase the amount of premades full of FC members/etc using Voice chat to obtain an advantage over those who solo queued as they could coordinate far more effectively. I'm aware this already happens but it would increase beyond what it is now and I don't know if anyone has fun going up against a team that is decimating you at every turn.
But even if you could join a merc team as others have suggested it would lead to the same issue of whichever teams seems to be winning the most would see an influx of members and thus longer queue times. The only real fix to queue times in this case is to make it a pointless free-for-all with no real alliance other than whomever it queued you in with.

As much as Square can do, they can't make people like PvP. And they have tried! There's two different unique mounts, the latest set of PvP armors have some genuinely decent stats with Morale being pushed into a fifth stat, making the new PvP sets the only gear outside of aetherial and certain healer pieces to have 5 stats. There's just no want for PvP save by a small, if vocal, minority.
It's not that great. It's actually pretty boring. I want more interactions in the siege modes other than, click this thing and protect it while zerg facing everything.
Games strong suit definitely ain't PvP. Cannot be solved unless they make a PvP actually worth trying and not a reskin of previous ones.
Also, GC restrictions kill a lot of peoples wanting to play.
Side note: I get in Siege in no time and lose as usual. Twin Adders suck.

IMO it has been fixed... ^^;
The queue is super fast as Adders on Aether. I can't speak for other GCs though.
With a 2.5 GCD it can't be that much fun, especially to pvpers that come from faster games. Also didn't Yoshi do something ridiculous like make it every time a caster gets hit it cancels the skill?
Casters aren't the ones that have a hard time, Black Mages and Summoners are huge assholes.
