Since the fish bites after just a few seconds you can just reel in the hook if nothing bites by then. No skill called Patience needed .

Giant crane fly is the bait. This is purchased with blue scrips. Tharl Oom Kash in the churning mists is the location. The fish is Storm Chaser. Even at max desynth skill you only have a 50% success rate on the desynth. They are good for capping skill, but not really worth farming for the coins themselves. Cordials are not needed though, as you will catch them quickly enough without using patience.
