You hoped right. They need to just add the previous years event items to be purchasable from the rewards NPC. Make the new stuff earned from the event and keep cycling the old stuff onto the vendors so people don't feel left out. Personally I prefer having the items only once making some items unique and only available for that specific year but I get people are glamor crazy and want it available to them if they missed it.

Make this stuff attainable ingame...everything you put on the cash shop give players a chance to play for it.

Don't need it. Just bann the cash shop out of your mind and be here to do the saisonal events while they are happen. Then you can buy them for gil from the event vendor and later from the calamity NPC.

This is a subscription-based MMO. Every single thing on that cash shop represents SE double-dipping and violating their subscription model. They already put a third retainer on the cash shop. If people just placidly accept more and more stuff, it won't stop there.

I doubt that getting rewards of missed events is part of the subscriptions.
