    1. Would you repair a stranger's gear if they offered less than the price of the Dark Matter?

No way. I'm not paying the repair for others.

    2. What about a stranger who offers Dark Matter or nearly the same value of the Dark Matter as gil in return?

Always. If the dude offer the matter or the respective gil i repair without any problem.

    3. Does it make a difference if they are actually present and asking for repairs, versus someone who is probably AFK?

Not for me. As soon as the reward is correct IDC if the dude is AFK or not. However, its better when they're there incase their inventory is full...i often warn the player about it but when they're AFK they will never see the warning.

And some more questions (My answer for all 3 is "Yes"):

    4. Do you accept repair request? Like the dude asking you to wait so he can free space and put stuff to repair.

    5. Do you tell people with underpriced repairs about it? Like people that want to pay 2000 for a grade 5 repair or give you 10 ice crystals for it.

    6. Do you check Mender's ward for repairs?

As a professional repairwhore (right now the only stuff i cannot repair are grade 5 carpenter gear) i never had problems dealing like this with repairs. I get my skill, my small profit and the others their repairs...in the final everyone ends happy! ^^

EDIT: Here in Istory prices can vary alot...often i see:

    grade 1: 100~1000
grade 2: 1000~3000 (best deal IMO...biggest profit amount here)
    grade 3: 1500~3000
grade 4: 2000~4000 (often 2000~2500...no idea why people think paying less than the matter value would be a good thing)
    grade 5: 4000~5000

    Nope.
    2. What about a stranger who offers Dark Matter or nearly the same value of the Dark Matter as gil in return?
Only if I'm feeling generous, or already have the tool equipped and I'll get an SP reward.
    3. Does it make a difference if they are actually present and asking for repairs, versus someone who is probably AFK?
    Nope.
    4. Do you accept repair request?
Yes. And I'll offer them, too.
    5. Do you tell people with underpriced repairs about it?
    People I know, yes. But if I don't know them, I won't.

I told one person who was standing at the repair NPC and offering 1K for g4 repairs. He/she said, "No. If you repair, you're getting an SP reward." I didn't argue with him/her, I just said "Good luck!" and didn't repair. /shrug
    6. Do you check Mender's ward for repairs?
Not regularly. I have a couple of times, but my crafts are in the 30s, and the people in the menders wards generally need r50 gear repaired. So it's still a bit beyond my level.

That's pretty consistent with what I've seen. However, it seems like most people just offer the dark matter needed for repair.

I usually offer 10K for g5 repairs, and do the rest myself.

Paying for repairs is like paying for eating out at a dinner. You pay for your food and tip the waiter. In this case the waiter is the person doing repairs (so 10-15% tip in addition to covering the dark matter is appropriate). Of course, inflation may or may not alter those numbers in the future on what people expect (especially if more and more people get multiple DoH 50s).

    On to the questions then:

    1. Would you repair a stranger's gear if they offered less than the price of the Dark Matter?

No. Asking for the repairman, of all players, to cover your repair costs is ludicrous on account of a complete stranger and starting at just plain rude on anything more familiar than that.

    2. What about a stranger who offers Dark Matter or nearly the same value of the Dark Matter as gil in return?

If they cover the cost of the Dark Matter fully I'll repair if it will get me SP for said skill. Of course, it's still incredibly rude and said person goes on my blacklist if they're not on friends list or in any LS I care about (I'm about half-way full on my blacklist from this policy and don't regret it).

    3. Does it make a difference if they are actually present and asking for repairs, versus someone who is probably AFK?

As long as they pay what's expected of them (and the tip) then I have no problem with people being AFK.

    4. Do you accept repair request?

I do if I can get a tip and/or SP in addition to having the dark matter covered.

    5. Do you tell people with underpriced repairs about it?

Only to people I have a friendly/acquainted relationship with already. Otherwise, you go on the blacklist.

    6. Do you check Mender's ward for repairs?

When I have time if I stop by in a major city for the first time in a day and maybe 6-12 hrs later.
