The point is that the FC has an alternative to destroying their old house with all FC member personal rooms, workshop progress, and airships lost in the move. Forcing them to buy the plot requires them to put forth the same effort as anyone that wants a new or better location, which is fair. Requiring the FC to ALSO destroy 60 million gil worth of personal rooms AND all irremovable furnishings, as well as losing their max rank airships (parts can be transfered, not airship rank) is just brutal, hence the need to add transfers.

However, I disagree with the idea that players(and FCs) who transfer should have to pay for a new plot+transfer fee.
Previous owners already put forth that same effort as a new person(or FC) buying a house, granted they did it earlier than Ishgardian housing. That is the only difference between the two groups.
