Ah yes, the people who can't get houses are sure to be the same people who complained about losing their houses.
Instanced housing kills community by separating people. I'd rather them take away housing altogether than have instanced housing.
Quite frankly a lot of things could be said about building communities. Things like the market board and the dungeon finder both killed communities that have always existed in an MMORPG. They are all much more effective than player housing.

You'd rather they take away the entire thing than give people an option to actually have a chance at owning a house? Want the community aspect? Make it so instanced housing only applies to FCs.
Or have active FCs in non-instanced wards, and allow you to have instanced housing (with the option of perhaps group instanced housing?) Maybe you could buy a "neighborhood" with some buddies.
Just about every ward's neighborhood is dead anyways, besides the occasional FC house with a lot of people from said FC idling outside. Ward communities are already "killed". Neighborhoods of people coming together by using non-instanced housing was great in theory, but in practice it just hasn't worked out that way.
Best to at least give people the option to have instanced housing.

I suggested instancing FC housing as that has gameplay attached, such as the airships, your idea works fine too though. Best case is both of them get an option for instanced housing.
Perhaps if there was a system for someone to sell back their property that they don't want anymore, to get rid of the double-charge people have to pay when trying to free up a plot, one issue might be alleviated.
It really is ridiculous that all the new people who have joined the game are locked out of Housing, gardening, chocobo dyeing, chocobo raising, FC crafting, Airships etc. Its dumb that you see all these rewards and recipes that are meaningless to them. Unless they join a FC with an existing house. You have to figure out a way. Stop adding more content/items that are gated behind housing if you are unable to give a good chunk of the playerbase access to it. It is quite frankly a major turnoff in a MMO when you see interesting stuff, but are told you are not allowed to participate.
If in 3.1 you allow rideable airships, but then tell the portion of the playerbase who are simply not allowed to get a house(not unable, just not allowed) unless they drop their current social group and go join a FC for it, that is unacceptable. You are going to turn off a bunch of people doing that.
