    Did you do the Fisher quest that unlocks Cloudfishing (it's different from Skyfishing)? If not, you need to do that.

    That should be the lvl 53 FSH class quest which starts inside the forgotten knight in Ishgard - if you have done the lvl 50 class quest (which starts in Fisherman's guild in LL)

    And FYI: The lvl 55 class quest unlocks magma fishing.
