2. are both sets obtainable from the same raid instead of two similarry difficult pieces of content

3. isn't the loot a mix of 210 gear and tokens to buy the once that didn't drop.

3. It is not. Current is: token for gear plus upgrades for different gear. What I proposed was actual 210 gear, plus token to buy that very same gear. Let's say for example you got a belt and a token from a run. You then go and buy an accessory or a pair of shoes with the token.
