I think you're a little confused by the actual meaning of this term considering mitigation comes into play to determine eHP. It has absolutely nothing to do with hitting the max available HP at any given time. Plenty of old discussions on this topic, use the search function if you'd like to go read them and brush up.

Mitigation practically don't change between STR and VIT builds except when you downgrade your LHS armor. So VIT builds have higher eHP. If you would like to point out a mistake, point out exactly what the mistake is instead of "go look it up".

A well timed clemency with a strength build provides more mitigation from tank busters than a vitality build.
