I bought this card for my PC: http://www.komplett.no/k/ki.aspx?sku=623542

It runs quietly thanks to 2 big fans for extra cooling instead of the tiny on at the end of the card. I am running everything on Highest. 1920x1080 reso and my fps seems to run smooth enough for my tastes

The pure 6970 may be more expensive, but with this card from Asus, you can buy the cheaper 6950 and alter its BIOS and it becomes a 6970.

I don't think every 6950 can be turned into a 6970. Also, while not a bad idea in general, it's probably not a good idea for a computer illiterate person to go for a card mod unless they feel like really looking into it. It shouldn't be that hard but my mother can't even read instructions that are in plain text on the screen in front of her, so it's hard for me to say what's easy and what's hard to less computer savvy people.

As far as the OP's question goes, it's impossible to answer without knowing what the rest of his system looks like. It's pointless to upgrade your graphics card if everything else in your system is ancient. You'll only create massive bottlenecks and won't get much extra performance from the upgrade. Likewise, you don't want to buy a high end CPU and then skimp on the GPU because the CPU sucks at graphics calculations and can't make up for the bad graphics card regardless. Balance is what you want from your system: Mid range with mid range and high end with high end. Low end won't get you anywhere, so always avoid that if you want to play games.
