Why does everyone stand still at the beginning of a dungeon for a good 2 minutes after being buffed?

Funny enough, a pet peeve of mine are healers who take a long time to start buffing at the start of a dungeon. The worst are the ones that start casting right about the time I give up and run away

But they're nothing compared to the crafters who set up shop in high traffic areas! *shakes fist* How will my retainers hear the summoning bell over all of those annoying crafting noises? :P
