
No, I am pretty certain that landlords and skylords are both dragons. There are even areas of the Churning Mists named after the landlords, and the moogle quests have you fighting landlord dragons who are trying to attack Zenith. I also don't think it has anything to do with whether they can fly or not because many of the landlords do have wings.



The Churning Mists was home to dragons and mortals before the betrayal. It's made fairly clear in the Moogle quests that the Landlords were the mortal races and the Skylords were the dragons. If you look at all the ruins in the Landlord Colony area you can see they were built for mortal races, whilst the other structures like Zenith are more grandiose and only really accessible to dragons.No, I am pretty certain that landlords and skylords are both dragons. When the Moogles refer to the dragons attacking Zenith they simply refer to them as minions of Nidhogg. The Skylord and Landlord terms are historical names for the dragons and men that formed the civilisation millenia ago. If Skylord referred directly to Hraesvelgr's brood as you suggest then why do the moogles in the OP's post refer to Ratatoskr's brood as Skylords?
