I'm pretty sure the entire purpose of 3.X is to redefine our relationships with the Scions. 2.0 was very much trying to redo and complete 1.0's original main scenario, but after that was wrapped up properly, the "agent of a larger organization" role was getting pretty old. If we get them back now, with the organization itself mostly torn down, we can finally have them in the story as actual, developed party member characters, not just people who happened to be there. I think Heavensward is the in-between stage of that journey.

If summoning primals is still going to be a player thing, it will likely involve either the Scions organization never rebuilding, or a ideological break between us and those trying to rebuild it. Not all friendships last forever.
