Bard needs to be one of either:

1. Heavy DPS + utility: get rid of the casting times while WM is up, reinstate auto attacks, and nerf WM down to 10-15%. Keep the high potency 3.0 actions gated behind WM, and make WM mutually exclusive to all other songs. So, if a bard wants to use a buff song, they take a hit in DPS and can't use most of their good damage actions. Adjust potency to make DPS competitive when WM is up. It's a good trade and maintains the 2.0 playstyle which is what most people are complaining about.
